The way you get people to get rid of their outdated equipment is to stop selling it...Verizon has already said that they will not offer any 3G phones any more...when VoLTE is available just don't sell anything except LTE only phones....people don't even need to know that they are being pushed on to a new network.
at&t is being pretty aggressive about forcing people off the 3G and 2G networks by actually disabling the 3G and 2G radios for people who live in areas with 4G coverage....
