The main reason (besides having a throwaway phone) someone might want this is the lack of a camera. Certain workplaces don't allow camera phones, if it's a secure workplace. I've had people come in asking after phones that don't have a camera just for that reason. I know BlackBerry used to make phone versions without the camera for those kind of businesses.

Military bases allows soldiers to have any phone they want. Only a few spots on military posts are soldiers prohibited to bring cameras or phones into and those areas are clearly marked.

Correct. Those areas are clearly marked with signs that indicate that.
In regards to workplaces, it is either allowed or it is not, no gray area. Especially manufacturing.
Shame there are no QWERTY phones w/o cameras anymore for that reason.
