Could it have something to do with the size of the Canadian carriers?

Economies of scale. Canadian companies are smaller and have less leverage/buying power. Also , take into account location/geography - a network is going to be harder to deploy and maintain in Canada. That means more cost.

Verizon is partially owned by Vodafone. News Corp. is foreign owned and they have publishing , cable , and broadcasting interest.
