The open secret of the mobile industry is that no one ever actually pays overage charges.....they call....whine, throw a tantrum, get a lecture about responsible usage, and then the overage is waived.....that's the way it, no there is no profit in overage charges, because no one ever pays them, they are almost always waived.

I think what at&t is worried about, specifically, with regard to Facetime, is that with all those iPhones on the network, everybody Facetiming is going to immediately congest the network, and it will be as bad as it was in 2007-2008 when 3G was practically non-existent because of all the severe iPhone related congestion. They finally added enough bandwidth to pretty much fix the congestion, at least in most of the country, Facetime over cellular is likely to reverse the gains of the last 2 years.
