AT&T might...
AT&T might just get burned on this, like Verizon did with the blocking of tethering apps on android. Personally I hope the goverment tells AT&T they can not charge for FaceTime.

Personally, I don't think they should be forced to allow FT over cellular. But, isn't it free on their mobile share plans? I mean, don't they not charge data usage on it?

Even if they don't, switching to the plan itself would probably increase your bill. Data is data. Specifically for somebody not on a shared plan looking to use facetime over cellular, they would look at the bill increase as pretty much a charge to use facetime alone, as that would be the only reason to switch. Effectively, they are charging to use facetime by forcing you to migrate to a more expensive plan.

What about people on individual plans who want to use it?

People like me on an Individual plan would have to get on a shared plan. I hope they get in trouble with this and have to offer it on the unlimited plans as well. Data is data, having a shared plan doesn't offer me anything different than my "unlimited" plan, just a higher bill because they have poor pricing.

I sure as hell hope they are able to 'get away with it' the absolute dead last thing I want is for the federal government to be dictating what wireless plans may and may not include...that is 90% of the way to outright nationalization of the wireless industry, which I am convinced is the FCC's ultimate goal....to just put everyone on the 'government plan'
