Google really needs to do something about this. Google needs to put a policy stating that oem have to ship the 2 newest OSes until 3 months after releasing the newest OS, then oem can only sell devices with the newest OS afterwards. If oem don't Google will not support the device. Or go a more traditional way were Google controls the upgrades like Microsoft and Apple.

Here's the problem though, these phones are in development for 1-2 years. Google is releasing these updates very fast, and every software upgrade they apply to a phone they're making takes extensive testing, which delays the release of the phone even more. If they waited for the latest version of Android before launching a phone, we would barely be getting any Androids, which is why we haven't seen any Jellybean 4.1 phones out yet.

I understand what you're saying, I'm tired of manufacters saying an updating is coming and it never does. I own an iPod touch, an android phone, and a windows laptop. I having just gotten use to being able to update my iPod and laptop when the update is release if I want to.

That's the great thing about one company being in control of both hardware and software. If Apple releases an iOS update, they can approve it for their devices and push it out.
This also applies to Windows phones, since Microsoft holds the manufacturers to certain standards that makes it easier to apply the update across the phones (which is why the upgrade from Windows 7 to 7.5 was almost universal and happened within a month for all handsets).
Google... just doesn't do that.

No phone has shipped with Jelly Bean yet, but both my Galaxy Nexus and my Motorola Xoom got Jelly Bean within a month of release...and the Xoom has been out for nearly 2 years....
