I hope the goverment forces AT&T and Verizon allow equal and complete roaming of their networks TO ALL their compitions. So that all the regional and rural carriers automaticly become national carriers. But NO carriers can not roam IF they have spectrum in a area. Then it would be competion on price no coverage anymore.
I also see the down side to this were AT&T and Verizon stop improving their networks on purpose.

your idea seems like a fair one on paper, but why shold verizon and att have to foot the bill for the extra network maintence that would be required. Secondly if it came downt to prices and not just coverage than your percived problem would take place without question. isn't it better the way it is now? Customers whom value coverage will pay extra for att and verizon, while customers who stay in a single area will seek the savings of tmobile or sprint. It comes down to consumer value, and what is important to each indvidual.

The reason behind this proposal was for rural user who have only one carrier to choose from. There are places that only get AT&T or Verizon. These area people have no choice or competion for a reliable wireless service outside of AT&T or Verizon.

Buying needed spectrum or spectrum to fill in gaps is different then taking over another carrier. Having a fairly well laid out LTE network is a good thing. Can we argue will AT&T and VZW allow others to use it at some reasonable fee, thats a whole other question.

Some people do not need nor desire national coverage and are content.
If you want or need national coverage, you should be investing in it by using one of the larger carriers and paying more.

If you take it to it's logical conclusion, everyone leaves ATT, Verison, Sprint Tmob for locals who ride on the forced roaming. Then they have no money to maintain the networks.
ATT and Verison are willing to invest for a broad national network to accomodate their customers, and the money to do so is huge.
Why do locals get to piggy back on what ATT or Verison customer...

I see your point and in somewhat in agreement. I don't think smaller carriers should be given a free ride, but need to pay to access the network. Maybe not gauging, but not a free ride or some token fee imposed.
