From what I understood from the article this also affects how much spectrum and the spectrum type a carrier can have in a marktet. Or did I just misunderstand it?

Actually, that is exactly what the article is implying. Many people think of a monopoly as in having no other choices than what is placed in front them. But what about a company controlling an enormous amount of limited spectrum? These talks are also about hoarding spectrum without using it. The talks are welcomed but I still have an issue:
This article comes at a time when I feel the Verizon/Cable deal should NOT have happened. Only now does the FCC feel there is a problem. They saw the issues that the AT&T/Tmobile merge would have brought. I feel they failed to negotiate the long term effects of the Verizon deal. I agree. Verizon should not have been allowed to purchase the AWS spectrum from the Cable companies at all. However, if they were to be allowed to purchase it there should have been time restrictions placed upon their using the spectrum.

While I think it is honorable the way you stand up for the smaller carriers, but why should having a large amount of spectrum, regardless of the amoutn, prevent a company from growing or improving coverage in a given area.
The government has already over steped it bounds once by preventing a perfectly leagal merger. It certainly should not control the amount that carriers are aloud to grow and or improve network in existing areas. The limitations they already place on spectrum purchases are silly enough.
While I agree with your point that somehting should be done with unsed spectrum, there is no sense in limiting the growth and expansion of it, which in the end will provide consumers with a better wireless experience.
