Actually, that is exactly what the article is implying. Many people think of a monopoly as in having no other choices than what is placed in front them. But what about a company controlling an enormous amount of limited spectrum? These talks are also about hoarding spectrum without using it. The talks are welcomed but I still have an issue:

This article comes at a time when I feel the Verizon/Cable deal should NOT have happened. Only now does the FCC feel there is a problem. They saw the issues that the AT&T/Tmobile merge would have brought. I feel they failed to negotiate the long term effects of the Verizon deal. This has the further potential to elevate the cable monopoly that already exists

AT&T and Verizon have positioned themselves to out bid anyone wishing to purchase spectrum licenses. So essentially, they have worked as a cartel to come very close to a duopoly. Since spectrum is what makes the world go around in the wireless industry, we should be very worried on how much spectrum these two carriers each possess and as a collective. It can easily squash the remaining competition.
