So does T-Mobile and AT&T, as far as I know. At least for anything non-Galaxy-Nexus. I assume that's actually why they want to be a part of this coalition, so that their insecurities about the system can be addressed, and they can be protected. Whereas I've heard a lot of carriers are afraid to offer these Mobile Payment services because they're afraid if someone gets hacked or does something stupid with their account that the angry consumer will take it out on the carrier, rather than payment provider (or themselves in the case of them being stupid).

Both those issues are very plausible. There is always someone somewhere that will do their best to hack it. The "I gotta play around with the new toy" person messing around with the account and then calls the carrier to whine and moan.
It's inevitable. People have to fool around to satisfy their childish impulses.
