If that were true, phone companies would also be unable to offer unlimited minutes or unlimited texting. All resources are finite, it's all in how they're allocated and managed.
Verizon and at&t can't offer unlimited data because both have nearly 100 million subscribers all competing for the same network. That's why smaller companies can sometimes offer better things via a "shorter line" to the checkout.
