Actually, Sprint has another person to blame. The government. Sprint acquired Nextel for two reasons. Their customer loyalty/customer service and for their network. However, in response to 9/11 the government essentially decided to TAKE the spectrum from Sprint with ZERO promise of replacement spectrum. When you pay that much into a company and then have the government step on your plans of course youre going to suffer.

After than Sprint spent much of it's time trying to recover and fend off Verizon/AT&T which were at that time snatching up smaller markets like nothing at all.

Regardless going to TWO major companies will pretty much take a **** on phone and plan selectivity, unless you switch over to a regional or pre-paid type service, which even most of those depend on the larger companies for coverage, so it wouldn't be hard for them to limit network access or raise costs so high that it'd push those companies to the edge.
