None of the "Big 4" were first in Consumer reports. A regional carrier won (Consumer Cellular), and first place for a national carrier was US Cellular. Verizon was 10-11 pts behind, Sprint a pt behind them, and T-mobile 2 behind Sprint.
Hesse is saying more carriers need to matter. If we always ignore carriers that are smaller then we are doing what Hesse is complaining about and saying only the top 2 companies matter.
