What? At&t's network has ranked dead last in Consumer Reports the last several years while Sprint recently tied for first place with Verizon.
Hesse is saying more carriers need to matter. If we always ignore carriers that are smaller then we are doing what Hesse is complaining about and saying only the top 2 companies matter.

US Cellular is not a national carrier. They do not offer service in enough of the top 300 markets to qualify.
Sprint's tie with Verizon is affirmed in CRs article.
US Cellular, #1 rated national carrier by consumer reports. Have the magazine sitting infront of me now.
