LOTS of taxpayer money.
The gov't will spend money passing the law and doing the study, but the cost of the notices will certainly be on the manufacturers. Although I imagine it will only end up being extra (ugly) printing on the box, which won't necessarily cost anything.
Regardless of the amount of fat and carbohydrates, people will still eat it knowing it is bad for them.
If owning a cellular device meant walking around glowing in the dark or having a cephalo-carcinoma, the same principle would apply. Slap on your warnings and the proverbial , "don't tell us we did not warn you" once you get headaches and set off alarms at the airport.
