Since they ONLY market their products in their home markets and didn't pull a Cricket and most people rarely leave their home market then I have to call it a network. No different than GCI or US Cellular.
They also use US Cellular and Cricket for roaming, not just Sprint. They're called a regional carrier for a reason.
