Prepaid carriers like Virgin are always under extreme pressure to offer the most affordable phones possible, since you actually pay full price for the phone (no subsidy.)
They do offer the iPhone, but of course, most people don't like to shell out $549 up front for a phone.
So there's always going to be something like this at the bottom end of the smartphone lineup. Yes, it's made by TeleEpoch, but hey: it's a smartphone that's almost half the price of LG's cheap model.
