The vast majority of Americans get their TV through cable or satellite providers, rather than over the air. Receiving an additional service due to one's status as a cable/satellite subscriber can be called free, yes.

Pretty much they are saying that as a Bonuns of you paying us this amount, you will receive this other service for Free.

That is definately not free.
