What difference does it make?

If the bootloader is unlocked, does that mean flashing ROMs will be covered by the warranty?

AFAIK, flashing any ROM voids the manufacturer's warranty regardless of the bootloader being locked or not.

Anyone who would benefit from this developer device can probably hack their way around the GSIII's locked bootloader anyway.

I wonder if this has anything to do with those reports that Verizon Reps were blaming Samsung for the locked bootloader when customers were complaining about it...? Otherwise you're right, while this would make it potentially /easier/ for developers, that locked bootloader wouldn't have slowed a good developer for long.
