Is the EarthLink/Telecom Team a Service Provider, Manufacturer, or a technology based company?

I think they will be a service provider but they will concentrate on the more high tech devices like the ones offered in korea instead of cheap freebie phones but I don't think they will manufacture any of them

...or in other words, they will offer service, but technically using someone else's network. Just like Virgin, Boost, Qwest, Liberty, etc...
