This is a case of "Of course I didn't read my contract!"
While I do agree with this, the customer has a responsibility to already know this before they go to the other country. It's like the clause of the contract that states if you transfer (port) your number to another carrier, your charged for the rest of the cycle even if service wasn't available.
I get lots of complaints about that one - but you're already supposed to know, it's in your contract.

Honestly, these people are ignorant and oblivious, and stupid. Bill shock happens to those people, and to nobody else, not as long as everybody is doing their job properly.
I don't concern myself with that sorta stuff, using a domestic smartphone in Europe is outrageously expensive, way, way tooooo much $ for too little data, much better off using Wi-Fi at a coffee shop.
