The memory issue is actual useable memory for applications. You have many GBs of storage for things like songs, movies and certain apps that can be moved to SD cards and etc.
What you just said, is literally what's happening - you're running out of application memory. You'll be able to move some apps to the SD card, but a lot you won't be able to. Most of the time, especially with early Android phones, you'll discover that an email account is taking up 100+ MB of memory. You basically just have to back up everything you need on an SD card, and hard reset the phone.
Anyways, that low storage alert is a thing of the past. You'll never see the disk with an ! through it ever again - unless you seriously go out of your way.
Any of the recent flagship phones (for all intents and purposes) will never have this issue.
