This CAN'T be a good thing....
Mr/Mrs Customer signs up with a major carrier, buys an iphone at the SUBSIDIZED promo pricing with contract. Then simply stops paying the bill and takes the equipment that was paid for $199 cash and $450 with a now broken contract. How many people actually get the fact that the carriers pay full price for the phone and in the case where the contracts are not fufilled it is a huge loss.
One of the few recourses that the carrier has to protect its investment was to lock that ESN to the deadbeat account. Not to mention this could possibly fuel an already existing market for stolen iphones.
Apple is the honey badger in this who...

"J.P. Morgan analyst Philip Cusick estimates Leap will subsidize each iPhone by about $100 to $125, which is above its typical $50 to $100 smartphone subsidy."
Leap struck a deal with Apple, a contract that requires Leap to spend $300 mil per year for 3 years.
Essentially, Leap has to buy 500,000 iPhones in the next 3 years under this contract.
