There's probably more to it than that. Without knowing what jobs are being cut and what jobs are being added, you can't really compare.
It could be that they're cutting 900 well paying jobs and hiring 550 minimum wage positions. There's also the nature of the new positions. Are they full time or part time? It they're part time, that reduces or eliminates what they'd pay in benefits.
