That depends on which Samsung phone your refering to as improving over. From what I've heard its essentially the same optics and hardware that the Galaxy Nexus has (albeit with an 8MP sensor instead of a 5MP one). So hardware wise there's not really that big of an improvement over the Nexus.
However, from what I've seen the Nexus camera hardware is itself much much nicer than what was on the GSII, even with the drop in resolution. So great improvement there.
Either way I'm still rocking an old school Vibrant (not even the 4G) And while flashing ICS to it kept me happy enough to not upgrade to GSII/GNexus, this looks like it'd be totally worth finally upgrading for.
