If yes to spectrum than ALL regional carriers get free roaming agreements on Verizon LTE NETWORKS and Verizon has to make its network compatible with AT&T. And Cable deals should be a no regardless.
I personally think FCC declare all LTE networks have to be compabitable and all LTE devices are sold unlock and can easily switch carriers.
