This type of thing bugs me.

Just raise the price of the phone if that's what you want to do. Don't advertise it as $199, when it's actually $229.

It's like when the government forces the companies to implement something and allow them to charge a "fee" for it instead of being honest and calling it a tax.

ah yes, the eternal debate of just including the cost of activation or upgrading into the handset cost.
Won't happen. Why? The average Joe consumer will walk into a retail store and see the deal for "free" or whatever and jump on it. Make that free or discounted handset thirty bucks more, and they are less likely to buy. Normal customers don't really feel they're paying for something when it goes on the bill to be seen later.
