There are entire companies which do nothing but make up stuff to patent and then sit on them until someone tries to use a similar idea, and then sue for patent infringement.
There really needs to be some kind of rule to prevent this, something which says that if patent something, you have x number of years to try to use it otherwise you lose the patent.
It is not at all difficult to come up with new ideas, but if all you have is an idea, with no working prototype and no viable plan to monetize the concept, that doesn't count for anything.
