Except that you are forgetting that at&t has ALREADY found alternative routes to get some of the spectrum it needs, which is part of the reason why they decided to drop the T-Mobile merger.
And saying 'we won't be able to build evetywhere' is quite different from saying that 'we will never be able to build in even a single market anywhere in this country from now until the heat death of the universe.'
Which is the interpretation you are giving it.
It is in fact TRUE that at&t is crunched for spectrum, and that Verizon has more than twice as much spectrum as at&t to serve roughly the same number of customers, and Verizon is trying to acquire even more spectrum while at&t is being forced to sell off some of its holdings.
