Here's why:
Legal threats. See, apple is not only taking the big guys (Samsung, HTC, Motorola), but also the little guys to court. Little guys cannot afford all the legal tie up and will settle. This gets Apple money.
And, it was Apple's plan all along. Sue everyone, get people to settle and pay licencing fees.

Apple may be the poster boy of patent suits, but, they are far from the only one's doing it. All the above and more are guilty.

But Apple is the only company that said they were never going to settle ever because their goal was to completely wipe out Android and roce Android off the market forever. Their goals were far more extreme than the goals of any other company. For most companys, these kinds of lawsuits are simply a tool force a settlement, but for Apple they were a tool to completely eliminate the competition.

I don't think it was, Steve Jobs said that his goal was not to get a licensing deal, but to completely obliterate Android and force it off the market forever. And he said he was willing to spend all of Apple $100 billion cash reserves on lawsuits against Android if that was what it took.
Their goal wasn't a standard patent licensing deal, and not to settle for damages but the goal was nothing less than the death of Android.
If Apple is now talking about reaching a settlement then this a sign that they now know that they cannot achieve their original objective.

No one wants their products taken off the market by a court. That's the nuclear option. Some companies may be going for that, but for every patent that Samsung has, Apple has another, and so on. Therefore going for the nuclear option means the other company has to do the same. So for any company, going for the nuclear option puts their own products at risk.
Apple seemed happy to do that, but now everyone has started talking about FRAND in the EU, where it can be enforced quite strictly. I think there may be an end game where if FRAND enforcement falls apart altogether, (via new legal precedent, perhaps,) Apple could be shut out of the phone business altogether (at least in the EU.)
