You obviously have very little knowledge or are confused.
Your voice and data services are contractural but there are zero penalties for cancelling them.
For most carriers, you are billed in advance for voice/data services, which ensures that you won't skip without paying the final bill.

If you have penalties involved, it is because you agreed to one to get a new phone at a reduced price which will involve a two year contract to remain with your carrier, usually with decreasing balance penalty over the 2 year period.

If you haven't done that, there is zero penalty for cancellation of service.
If you open a line of service with your own equipment, you will have no contract with most carriers.

If you have cellular service and don't understand that simple concept, I feel sorry for you.
