Feel free to blame to Chinese or whoever as the ship goes down, but at long as your govt wants cutbacks on everything, R&D is taking taking long term hits that it won't ever be able to recover from.
It's not our government reducing their spending on "R&D" that has crippled innovation in the U.S. but our governments insistence on subsidizing (funding) failing businesses, business practices and old technology.
