Are they really that stupid??

why delay the DTV?
because lots of older seniors dont know about it?
make every analog TV stations brecast this fixed message after DTV transaction day!
"in order to view regular programing, you need to call this 1800-ORDER-Converter box to view programing"
Broadcasting any signal costs money. By broadcasting a 'fixed message' to remind those that didn't bother to get a converter box or sign up for satellite or cable TV is not a feasible way of serving those who had a year to get a box or alternate servi...

Why exclude the 700 spectrum?

Its all or none. However, This has been talked about for years. How much more time is needed? Either do what you're told or go to your room without dessert!
Not many stations use the 700 spectrum anyways. Why let the other stations affect an area that's ready to go?

Because the years of warning wasn't enough...

Yes, some people still don't have converter boxes. These people are largely lazy and either kept putting it off because they expected someone to buy the box for them, or they just forgot about it.

The boxes are dirt cheap, and digital cable/sat TV both come with boxes if you get the service.

If people don't have their boxes by now, well then they will have to get them or they might go without their locals.... the shame.
They should just get cable, satellite, or fiber tv. So much easier that way and without the blips from bad reception
