AWS Spectrum for AT&T

Does AT&T have any plans for 3G in the AWS spectrum? It would allow greater roaming for them in the Americas. How many other countries use 850/1900 for 3G?
From what I know T-Mo owns most all the 1700mhz spectrum in the US. They might be able to roam on it from T-Mo. I was under the impression that T-Mo was planning on roaming on the 1800 and 2100 from ATT in the US.
