Samsung is already on it. Since the update to 10, I get a notification for apps that do that. I can then choose to let it get location all the time, or just when it's running.
That’s different. That’s standard in all Android 10 phones. That’s the *app* asking *your* permission.

What’s new is that *developers* will need to ask *Google’s* permission first, before the app is even published. Only then will the app...
