It's interesting. When I worked for Airtouch, when they were still around, there was a system very similar to this in development. It was structued a little differently, but essentially the same concept.

if they would hurry up and incorporate something like this into family plans, that would be great. designating X amount of minutes to the kids and even enable a cut off on the phone, similar to the spending limit, would be VERY attractive for families to come to sprint and get a family plan
