the only way

Dish Network should win the auction is if there is a condition tacked on that they actually have to use the spectrum, not just warehouse it forever without using it (like they are doing with the spectrum they already have).
Included in the auction requirements issued by the FCC:

H Block Interim Buildout Requirement: Within four (4) years, a licensee shall provide
reliable signal coverage and offer service to at least forty (40) percent of the population in
each of...
