Qualcomm said that it will make a software developer kit available for its BREW mobile operating system. The BREW Mobile Platform SDK will give developers the tools they need to create applications that will run natively in the BREW environment and includes support for Adobe Flash technology. Qualcomm hopes the availability of the SDK will spur developers to create stand-alone applications, widgets and new user interfaces for mass market handsets running the BREW platform.

I think Verizon is the only carrier in the US that uses Brew and they're very restrictive on what applications they permit on "their" phones. So basically any application that doesn't make them money or competes with anything they sell, they won't allow.
Actually, I believe that about all U.S. CDMA carriers use BREW, the main exception being Sprint. I don't know of any other U.S. CDMA carrier who uses Java.
Actually I don't think that the SDK is going to be the issue here. The SDK has been available for a long time for personal use. The problem is that in order to get your Apps BREW certified (wich is required), you will need to have a Verisign certifi...

Yeah. Its really too bad.
Its really just another instance of US cell carriers being way overrestrictive of thier phones.
