Verizon Once Again Offering 10 GB and 15 GB Plans

Verizon Wireless has resumed offering two large data plans for shared lines at a promotional rate. The first costs $80 per month for 10 GB of data and the second costs $100 for 15 GB of data. Verizon first offered these plans in November 2014, but pulled them in February. "We have different offers throughout the year, and right now the $80/$100 plans are available," said a Verizon spokesperson. The plans will be available for a limited time, but Verizon didn't say for how long. The prices don't include device access fees for smartphones, tablets, and hotspots. By way of comparison, AT&T's 10 GB plan costs $100 and its 15 GB plan costs $130.

Starting to feel some PAIN

To Verizon's own admission feeling some bleeding first quarter, I suspect it's feeling more pain than they care to admit.
They said:

1. They wont compete on price, yet just undercut AT&T - hell for that matter, as well as Sprint.

2. They don't care that customers leave for a better value in price. yet just lowered their larger data plans as well as EDGE/No-Contra...

Access Fees

The article references "access fees" for smartphones, etc. I'm assuming this is like a $40/month charge in addition to the $80 plan? And also doesn't include the smartphone leasing/installment fee as well. So this "$80/month plan" really comes out to more like $150/month after taxes, device installment, and fees, right? What is the overage charge?
Access fees are 15.00 per smartphone if they are owned(no contract) or on the edge plan.

ATT's 10GB Plan

ATT does have a 10GB plan for $100/month.
That's what the article says:

"By way of comparison, AT&T's 10 GB plan costs $100 and its 15 GB plan costs $130"
