I have seem the new map that goes in effect 2/21/05. I think it is just another step in the evolution of the AC plan. They may be upgrading a few carriers to "Preferred", but the big change appears to be in the addition of a bunch of areas where the carrier is upgraded from "Roam" to "Extended", but not for Unlimited and "IN" minutes.

The real value of "bars" depends on the phone model. There is no standard. If the carriers had their way, all phones would show full bars all the time.
If your "bars" vary from 5 to 2 to 5, then your phone is measuring the ratio of signal strength to interference, which varies as the number of users enter/leave your nearby cell site, which does affect your ability to make a call.

The carriers are offering better coverage maps, but you need to know where to look. To get the most accurate maps for Verizon, look on their web site for the "Enhanced Services" map.

Yes, Verizon coverage in COS is excellent. There is a patch of bad coverage...for everyone...but VZ is affected least, on Hwy 24 just above Manitou Springs. There was another bad spot on Hwy 83 between COS and Franktown, but VZ fixed it with a site disguised as a silo.
Away from town, VZ has great coverage in each direction, including the ski areas.

Brian is right on the money. Not only are all carriers required to keep their analog sites working through 2007, Verizon still has thousands of analog-only customers.
Then there are the dozens of analog-only, or mostly analog cell companies that cannot afford to upgrade. And then there are the Verizon roaming partners, like AT&T, who will, most likely, never upgrade to CDMA digital. Would Verizon want to just cut off some of its included coverage?

I would compare this to Wal-Mart. They ask their suppliers for a lower price, and in return Wal-Mart buys more from that supplier than others.
Verizon's roaming payments to other carriers is good income, and most carriers would rather have SOME roaming income, than none. So the future availablilty of roaming rests more in the hands of the roaming carriers.
Some of them must be seeing a drop-off in roaming income as the popularity of AC plans ...
